What is up with Rail Wars? Is it more than just fan service?

As many of you can tell Rail Wars was one of the most promoted animes for this summer and the plot and  novels all pointed towards an amazing direction this anime could go. The arguments that go across about this anime is that it is heavily fan serviced and to a degree that is true, in fact it is pretty obvious if you just Google images for the anime.

What are the problems with the anime?
Perhaps the most noted problems is the heavy ecchi/harem things that the anime focuses on very deeply, is it bad? Not really it isn't overboard at all compared to many other animes who simply do unnecessary shots with the camera (I'm looking at you Haganai!). Most of the shots seem mostly reasonable but the intentions to get the shots are not the same. In the most recent episode the many character strips slowly to remove a scent of her clothing while running down the street, it wasn't practical but later on it fit the mood fairly nice so that was understandable in a sense. So what's the issue? It's mainly around the plot.

This animes plot is amazing and well thought out in the sense of being unique, I've personally never seen an anime with a plot anything alike to this and the closest would be Working!!(aka Wagnaria!!); and that's only because its a workplace environment anime. However this anime doesn't really have a focus and that's what hurts it, its mostly just a montage of events and doesn't work with the plot that well. It's more like there's a plot in the background but nothing is really being done about it, sort of like in the real world.

It's not terrible though, but it was very misleading especially episode 1, which made this anime seem more towards action/comedy. However it's a total counterpart since its more like Harem/Romance with a touch of comedy. So let's comeback up to the original question, is it fan serviced?

In a way it is but what anime isn't anyways? Look at Sekirei, amazing plot but bare breasts whenever they can squeeze one in, clothes is pretty much non existent in that anime. Even so Sekirei is still a pretty good anime overall with a great plot and good action. In many ways this anime could be similar with that except no nudity and less consistency around the plot and in general the direction this anime is going.
